Economic Analysis of Different Health Policy Models in China Funded by CMB

该研究基于经济学分析框架，着重考察两大不同模式：国家福利预算模式；全民医保竞争模式。国家福利方式的特点是政府全面主导资源配置、价格决定和服务提供，包括公共卫生和一般医疗。全民医保竞争模式的特点是政府一方面推进医保筹资，一方面开放市场，促进竞争，使医疗服务的价格、供给、和支付主要基于市场供需决定，同时加强政府监管和公共卫生。该研究将根据个人健康、机构效率和区域卫生指标对实验模式进行综合经济评估。

This research conducted a comparative analysis of different health policy approaches in China. The study design followed an economic framework with demand and supply serving as two cornerstones coupled with a social insurance intervention. The core objective is to test the performance of two competing models：welfare-based budgetary model vs. value-based competitive model, largely representing the two leading schools of thoughts on the current health reform policy debate in China. The models were assessed on a wide range of economic performance, health gains, quality of life and satisfactions from both perspectives of providers and patients.
