《国务院城镇居民基本医疗保险试点评估入户调查》（2007-2011）：国家人力资源与社会保障部研究课题

Urban Resident Basic Medical Insurance Household Survey Funded by Ministry of Human Resources and Social Security

中共中央国务院从2007年开始在全国79个城市开展城镇居民基本医疗保险试点工作，并于2010年在全国城镇全面推开。为对试点工作进行全程跟踪和科学评估，受国务院城镇居民基本医疗保险试点评估专家组委托，北大中国卫生经济研究中心牵头开展了对首批试点的79个城市进行为期5年的系统性跟踪评估。本研究通过系统性聚类分析选取9个代表性省市作为样本城市进行随机抽样调查。调查对象为上述9个城市的常住人口，样本包括一万多家庭的3万多人。调查内容包括居民的健康状况、就医行为、医疗服务利用情况、医疗保险保障水平、疾病负担、城镇居民参保意愿以及对城镇居民基本医疗保险制度的认同情况。试点评估于2007年12月进行基线调查，相继在2008年，2009，2010，2011年完成跟踪调查。已向相关部委提交综合性报告5部, 完成中、英文论文若干篇。

As an important part of the national health reform, the State Council launched a pilot experiment of the Urban Resident Basic Medical Insurance (URBMI) among 79 selected cities in the summer 2007, followed by a national implementation in 2010. Under the leadership of the State Council Pilot Study Expert Panel, PKU CCHER is commissioned to lead a 5-year longitudinal study through household survey to follow up and assess the pilot experiment. The survey study is sampled across 9 representative cities, including over 30,000 individuals from 10,000 households. Beginning with a baseline survey in 2007, the study completed 4-round follow up in 2008, 2009, 2010 and 2011. Based on the survey data, several study reports have been documented and disseminated to policy agencies and research institutions.
