该课题通过文献综述、理论研究、实地考察、访谈、和专家咨询等多种形式，全面总结了中国“医疗服务体系分工协作机制”的历史、现状和不足，针对性地提出如何在新医改背景下构建“分级诊疗、双向转诊”的新体系，促进基本医疗服务的可及性，减轻就医负担，并有助于提高基层医疗服务的品质。

As a project commissioned by the State Council Health Reform Office, this study conducted a comprehensive assessment of how a healthcare system can be better divided for work and coordinated in functions at different layers for greater overall health outcomes. Based on literature review, theories, hospital field visits, interviews and expert consultations, it proposed how the state health reform efforts can be better pursued to establish a system with a well coordinated service-specific visits and referrals across different layers, contributing to access to care, cost controls, and quality improvement.
