Urban Employee Medical Savings Account Funded by The NSFC

本研究利用镇江市和南京市的医疗保险数据，从实证研究的角度对医疗个人账户的主要功能和作用进行验证。主要研究如下：第一，在不同的“统账结合”模式下，个人账户积累资金受益的人群不同，但每种模式下男性个人账户平均积累量都高于女性的积累量；第二，在现行的城镇职工医疗保险制度安排下，个人账户对医疗总费用起到了一定控制作用；第三，与改革前的劳保医疗和公费医疗相比，新的医保体制无论从个人自付部分还是从社会统筹账户来说都更加公平。同时，在医疗服务利用度的分布也更加公平。

This study is to investigate the role of medical savings account in the Urban Employee Basic Medical Insurance (UEBMI). Using the multi-year claims data from the Zhenjiang UEBMI program, this study conducts an empirical analysis of the cost, utilization, and health outcomes of the covered population in response to the URBMI policy with medical savings account. Primary results show positive changes with the new policy setting in terms of total cost, better use of resources, and access to care from patient perspective.
