该研究是由国家自然科学基金委资助的重点项目（No.71833001），由北京大学全球健康发展研究院刘国恩教授主持，与国家卫生健康委科学技术研究所共同合作开展。该项目根据凉山地区实地情况，以提高当地健康人力资本为目标开展健康干预项目，并通过随机干预实验方法，评估健康干预项目对居民健康水平、收入水平等方面的影响，具体包含两个方面：一方面，减少居民医疗支出，降低居民因病返贫、因病致贫的风险；另一方面，提高居民健康劳动力资本，增加通过劳动创收的能力。此外，课题将提出具有前瞻性并符合地区实际情况的政策实施路径，构建以凉山为代表的藏羌彝走廊健康扶贫政策体系，尝试解决该地区居民健康人力资本发展存在的问题，并以实证数据为基础，为国家制定相关的健康政策提供科学依据。

Health economic experiment for targeted poverty alleviation: An Interventional Study in Sichuan Liangshan
This project is funded by National Natural Science Foundation of China (No. 71833001), which is chaired by Professor Liu of the PKU Institute for Global Health and Development, jointly developed by the National Research Institute for Family Planning. This program aims to carry out health intervention to improve local health human capital based on the field conditions in Liangshan area, and to evaluate the impacts of health intervention on residents’ health and income levels within the framework of a randomized controlled experiment. Specifically, this study aims to achieve the following two objectives. On the one hand, the present study aims to investigate factors associated with decreasing the likelihood of falling back to medical poverty among residents; on the other hand, this study tries to improve residents' health human capital and to enhance the ability to raise labor income. In addition, the project will propose a forward-looking policy implementation path that is in line with the actual conditions of the region, and build a health poverty alleviation policy system for the Tibetan-Qiang-Yi Corridor represented by Liangshan, and try to solve the problems in the development of healthy human capital of residents in the region. Based on empirical data, this study will provide scientific evidence for the government to formulate relevant health policies
